Will the layout be preserved?

Reading order is preserved and line breaks are reconstructed, but columns, tables and exact spacing are not. It is text for reuse, not a visual copy.

Does this work with other languages?

Yes. The text comes out in whatever encoding the PDF stores, and the file is written as UTF-8, so Hindi, Bengali and other scripts extract correctly.
